Mundo Deportivo newspaper reported that Real Betis will not want to negotiate Ezzalzouli's transfer for less than 50 million euros.
Barcelona retains 20% of the player's resale rights.
Roma is looking for a winger to bolster its squad ahead of its participation in the UEFA Champions League next season.
The Moroccan winger's release clause stands at 60 million euros.
Ezzalzouli was one of Real Betis's standout players last season, scoring 15 goals and providing 13 assists in 43 matches.
Ezzalzouli suffered an injury in Morocco's friendly against Norway, causing him to miss the World Cup.
Ezzalzouli is currently recovering from a knee sprain and is expected to gradually begin participating in matches soon in preparation for the new season.
Ezzalzouli began his career with Barcelona's youth teams before being promoted to the first team in 2022.
The Moroccan winger played on loan for Osasuna and Real Betis before making a permanent move to Betis.
