Mustafa Azzam, Secretary-General of the Egyptian Football Association, revealed the reason for selecting Shawky Gharib as technical director of the Football Association, as well as the club licensing system.
The Football Association had decided to appoint Shawky Gharib as technical director of the Football Association, succeeding Alaa Nabil.
Azzam said in statements to "CBC" channel: "Shawky Gharib has achieved accomplishments, including a bronze medal at the World Cup, and he is the captain of the Egypt national team. He has experience in the field of football; he is like an expert and possesses distinguished expertise, and I hope he succeeds in his new mission".
He added: "At the present time, we are working on a plan for the 2030 World Cup, which is a long-term plan, and therefore Shawky Gharib was appointed for this file".
He continued: "The licensing system in Egypt is different, and we have clubs that include multiple sports in addition to company clubs, so the regulations had to be compatible with the nature of Egyptian football".
He stressed: "The Football Association is keen on the independence of all committees, whether the licensing committee or the appeals committee, to ensure transparency and impartiality in applying the regulations".
He went on: "The new licensing regulations relate to direct revenues and expenses specific to football only, and this will be through an independent account, which is in line with the regulations of the Ministry of Youth and Sports".

He added: "A club that does not have a company can open an independent bank account for football, while a club that has a company, like Al Ahly, has the freedom to choose between depositing revenues in the company's account or opening a separate account dedicated to football".
He continued: "The club's board of directors is the body responsible for estimating the value of sponsorship contracts for the football team and determines the appropriate value. The regulations are not fixed, and when any problem arises, there will be a solution for it, and intervention will be made immediately to prevent any manipulation or exploitation of the regulations".
He went on: "I am in daily contact with the administrations of Egyptian clubs to resolve any issues and explain all the details of the regulations to them, but these matters do not appear in the media, and before the new licensing regulations project is issued, there will be meetings with the clubs to explain all the details".
He pointed out: "There are detailed clauses currently being worked on in Hossam Hassan's new contract. Hossam Hassan has some requests before renewing his contract with the Football Association, which are not conditions but rather contractual clauses related to building the next phase in light of the achievement accomplished with the national team".
He stressed: "The Football Association does not interfere at all in the choices of the technical staff, whether for the first national team or the youth teams, as these are technical matters that concern the technical staffs alone. Hossam Hassan's contract is large and includes many clauses and details, but the decision to renew has already been taken by the Football Association's board of directors".
Azzam confirmed: "Mohamed Hamdy and Islam Issa will not receive the World Cup bonus because the distribution of bonuses will be according to the national team roster and the ministerial decision, but if Ibrahim Hassan, the team director, requests their bonuses, the matter will be presented to the Football Association's board of directors".
He continued: "The substitute player will receive the same bonus as the starting player, and this is a decision issued by the Football Association's board of directors. The coming period may witness some changes in the technical staffs of the national teams in line with the plan to develop Egyptian football".
